The National Electoral Commission of Cuba (CEN) is evaluating today the system of work foreseen for the general elections of the upcoming November 26 through a test in the whole country.

Among other elements, communications and means of transport are verified during the exercise. In addition, the preparation of the electoral authorities and the documentation of the process are checked.

As planned, today the means, mechanisms, and structures that will intervene in the elections will be put into practice in order to ensure the conditions and avoid setbacks on the election day, the CEN explained.

The test will start at 07:00 (local time) with the opening of more than 24,300 schools in the national territory. At that time the 12,515 district electoral commissions will be mobilized, as well as other structures at the level of municipality, province, and country. This phase of the exercise will be extended until 09:00.

Within the communications section, not only computer media, fixed telephony and mobile telephony will be verified, but also planned alternatives for areas of silence or difficult access, such as the amateur radio network and links.

The availability of materials intended for the work at the tables will also be checked: models, brochures, and other resources.

Once the first stage of the test is completed, a report will be issued to the CEN, whose information should flow from the schools to all the structures and reflect the main incidents.

Subsequently, the polling stations and the commissions at all levels will use fictitious data. 50 ballots will be distributed per school with characters equivalent to the names of the candidates and, so that there are no unforeseen events, simulate the possible cases to occur in the elections.

The test must end at 12:30 and, as of that moment, the electoral authorities will nimbly work, along with the corresponding organizations in the different demarcations, to immediately solve the insufficiencies detected.

On November 26 the Cubans will elect the delegates to the municipal assemblies of the Popular Power for a term of two and a half years.

The second round will be on December 3 in those districts in which none of the candidates obtain more than 50 percent of the valid votes cast.
