Cuban Ambassador to the UN Highlights the Constitutional Consultation Process

The permanent ambassador of Cuba to the UN, Anayansi Rodriguez, highlighted the importance of the consultations on the New Cuban Constitution Project, which will guide the construction on the Island of a prosperous and sustainable socialism.

The Cubans are immersed in a process of analysis and consultation on the New Constitution Project, a document that will set the guidelines for the continuity of the Cuban Revolution and for a lasting socialist system, she explained.

This is an advanced document in many of its precepts and articles, as it not only recognizes the socialism as the political and social system that the Cuban people have chosen, but also refines it while includes several aspects on how to apply it in the future, she stressed.

The Cuban ambassador also referred to the recognition of the different forms of property, but giving a primary role to the social property of the means of production while highlighting the role that the people would have in that control.

In that sense, she added that the draft of the New Cuban Constitution validates other forms of property that will also contribute to the construction of a prosperous and sustainable socialism.

According to the Cuban diplomat, this is a unique draft constitution in terms of the economic, social and cultural rights, and the civil and political rights it conceives.

The document recognizes the so-called third-generation rights contained in treaties, international regulations and resolutions of organizations, such as the UN General Assembly, she added.

Such is the case of the right to water, to education, to health, to food, among other economic, cultural and social rights that are not recognized in the Constitutions of other countries and that figure in the Cuban proposal, she said.

The Article 68 is another of its novel concepts as it speaks of marriage between two people, stressed the ambassador, which is a recognition of the right to a consensual and marital union regardless of the sex of each partner.

This national consultation process will allow the Cubans to contribute and to make well-thought decisions regarding the future, she said.

This is a Constitution for the continuity of the Revolution, one in which the new generations of Cubans, who have lived with the historical generation of the Revolution, have participated and have had a leadership role in the whole process, she said.

For Rodriguez, the adoption of this new Constitution will guide in the upcoming years the road towards the construction of a prosperous, sustainable and lasting socialism.

After that, she said, other laws will have to be drafted and adopted to allow its implementation; as Commander-in-Chief Fidel Castro said when the 1976 Constitution was adopted, it has to be implemented, it has to be complied with and it is important that it can be so.

At present, the draft Constitution for the Republic of Cuba, approved by the National Assembly of the People's Power in its ordinary session of July 21st and 22nd of 2018, is being submitted to a National Consultation Process
