Quality and Promptness -Legislative Agenda's Challenges in Cuba

The new Cuban Constitution leads to an intense legislative agenda that should have quality and promptness of the laws to implement it, the president of the National Union of Jurists, Jose Alexis Guinarte deemed here.

In an interview with Prensa Latina, he explained that after the Constitution was ratified, on February 24´s referendum, the country faces the challenge of materializing its contents, and in particular to do so quickly in the cases of the most urgent norms because of its complexity and social dynamics.

It is about doing it fast but above all with quality and depth so that they respond legally to the essential problems of our people, he said.

The Constitution approved on December 22 by the National Assembly of People's Power and endorsed last month at the polls by nearly seven million Cubans, extends rights and individual guarantees, enhances municipal autonomy, includes changes in the structure of the State and recognizes several forms of property, including private property.

We have already created a group of capacities to respond to this challenge, and we did it in advance because we were certain that at some point a new Constitution would come, the jurist stressed.

In this regard, Guinarte added that work is being done on initiatives such as the Family Code, the procedural laws, the Electoral Law and the regulations of the National Assembly of People's Power and the municipal assemblies.

According to the president of the National Union of Jurists of Cuba, groups of legislative capacity were created in the country, with a heterogeneous composition, since they are made up of experts from different sectors of law.

Guinarte expressed that a detailed review of the Magna Carta should be carried out in its full scope.

Those laws not appropriate in principle and articulated to the Constitution must be modified or updated in their content, in order to have a document in line with the current political, economic and social context, he highlighted.
