Cuba's National Assembly of People's Power (Parliament, ANPP), the supreme body of the Cuban State, will see the election of the country's senior officials in a session opening on Thursday, including the President and Vice President of the Republic.

ANPP members will also elect the president, vice president and secretary of the legislative body, who will assume equal responsibilities in the Council of State, whose members will also be elected tomorrow.

The Council of State represents the ANPP between parliamentary sessions, it executes its agreements and complies with other functions attributed according to the Constitution and law.

According to Cuba's new Constitution approved in April of this year, the ANPP 'represents the entire people and expresses their sovereign will.' It is also the only body in the Republic of Cuba with constitutional and legislative power.

The Constitution provides that the ANPP is composed of lawmakers elected through the free, equal, direct and secret vote of the electorate, in proportion and according to the procedure determined by law.

The National Assembly of People's Power is elected for a five-year period and this term may only be extended by a majority vote of no less than two thirds of its members.

This can occur only in exceptional circumstances that prevent the normal holding of elections and as long as such circumstances persist.

The ANPP has the responsibility to agree on reforms to the Constitution, approve, modify or repeal laws, and submit them previously to popular consultation when necessary.

It exercises constitutional control over laws, decree-laws, presidential decrees and other general provisions.

It approves the principles of the economic and social development system; discusses and approves the State budget and monitors compliance.

Among its responsibilities is to approve the monetary, financial and fiscal systems; establish, modify or eliminate taxes, and approve the general guidelines of the country's foreign and domestic policy.

It also assesses and adopts decisions on accountability reports presented to the Council of State, the President of the Republic, the Prime Minister, the Council of Ministers, the People's Supreme Court, the Attorney General's Office and the Comptroller General of the Republic.

Agencies of the Central State Administration also render accounts to the ANNP, as well as provincial governments.
