Cuba denounced here the deep economic and social inequalities between developed and developing countries due to the unfair model ruling in the world, which is maintained by the technological gap, amid other factors. Ernesto Rodriguez, IT general director of the Cuban Ministry of Communications said that there are some four billion people in developing countries without access to the Internet, so it is a fallacy to speak of digital economy or smart cities.

"Political willingness is needed from developed countries to fulfill their commitments on official development aid and technology transfer", said in his speech at the 19th session of the United Nations Commission on Science and Technology for Development.

Rodriguez also expressed Cuba´s concern on the underground and illegal use by individuals, organizations and States of the computer systems of other nations to attack third countries.

He also denounced the economic, commercial and financial blockade set by the United States against Cuba, which affects the development of the country, including the field of telecommunications.
